Francis Smart, MD, MPH (Population, Family and Reproductive Health). 

He is a public health specialist with over 20 years of combined clinical and public health practices. His technical strength is in maternal and child health programming. He worked as programme manager for Reproductive Health and Family Planning in the Ministry of Health and Sanitation. He also worked for WHO country office as National Professional Officer (NPO) for Sexual Reproductive Health and also worked for UNFPA as Reproductive Health Programming Specialist. He has served as District Medical Officer in Bonthe and Kailahun Districts. Served as Health Systems Strengthening Programme Manager and he is currently the Director of Policy, Planning and Information in the Ministry of Health and Sanitation.
