STATS SL COMMENCES TRAINING FOR THE PILOT 2021 MID-TERM CENSUS

Freetown, 27/09/21: Stats SL has commenced the training workshop for the Pilot 2021 Mid-Term Population and Housing Census at Hotel 5-10 in the East End of Freetown.

The training which will last for 13 days is aimed at capacitating over 500 field workers in the use of Computer Assisted Personal Interview (CAPI), which is administering census questionnaires using tablets.

In her welcome address, Stats SL’s Monitoring, Evaluation and Training Manager, Mrs Yeabu Josephine Tholley, said that the training was a dress rehearsal for the forthcoming digital pilot census, noting this is when the refined digital methods are tested before going to the field. She furthered that the field officers would be trained comprehensively on all aspects of the census. Primarily, the training will include the key concepts and processes of CAPI and Questionnaire Administration of the census. She said that the training would also cover the duties of the field officers, before, during, and after the pilot and main census enumeration.

When giving an update on the progress made so far in achieving the country's first digitized Census, the Director of Censuses & GIS and National Census Coordinator, Abdulai Brima, noted that the Pilot Training would test the technical and logistical capabilities of Stats SL after the successful completion of the first digital Cartographic Mapping in Sierra Leone.

In his keynote address, the Chairman of Statistics Council, Mr Moses L.J. Williams, emphasized the need for field officers to strictly adhere to precision in data collection. He furthered that the commitment to this process was paramount to him and the Council, the consultants working on the Census, the institution and the country as a whole. ‘‘it is not about the money but planning because every country depends on population which is the main factor in planning’’ ,he concluded.

The 13 days training for these carefully selected field officers will have intense emphasis on the use of CAPI, administration of the household, institutional and floating population questionnaires.

Other brief statements were made by partners/consultants on the progress made so far.

Speakers included the cartographic consultant Adebayo Olatubosun from Nigeria, the CAPI Consultant, Kwamena Leo from Ghana and the GIS consultant representative, Kingsley Manda from Malawi.

The formal opening was chaired by stats SL’s Director of communication and PR, Samuel Ansumana while the Director Of Data Science Division, Theophilus Blaudfaust, outlined the ICT preparedness of Stats SL to the Press.

Rushing to Hotel 5-10 from Stats SL’s successful presentation on the 2022 strategic plan and budget at the Ministry of Finance, Prof. Osman Sankoh (COR), the Statistician General and CEO of Stats SL who is the Chief Census Officer for the 2021 Mid-Term Census and his Deputy Mr Andrew Bob Johnny were able to jointly speak to all the trainers and trainees. The leaders emphasised the importance of going digital in Stats SL’s data collection activities. They expressed gratitude in advance for the quality and selfless contributions expected of the trainees and wished everyone a successful training that will capacitate them for the census and more.

Stats SL and DSTI Starts Training on the Sierra Leone Education Innovation Challenge End Line Survey

Stats SL and the Directorate of Science, Technology and Innovation (DSTI) has on Wednesday 13th January 2021 commenced a four-day training session for 100 participants on the Sierra Leone Education Innovation Challenge End Line Survey for both Enumerators and Supervisors at the Stats SL headquarters on AJ Momoh Street in Freetown.

Chairman of the event, Samuel Ansumana who is also the Director of Communications and Public Relations at Stats SL welcomed participants and also introduced dignitaries of Stats SL followed by individual introductions.

In his keynote address, Deputy Statistician General, Andrew Bob Johnny, reiterated that a baseline survey was done a year ago. He commended participants for the good work they have been doing in data collection as many have vast experience in such surveys and therefore pleaded with them to use the knowledge gained to collect the required data. He appealed to participants to be very attentive during the training as a competence based screening exercise will be conducted on completion of the program to have trainees who will work as both enumerators and supervisors. He went on to formally declare the training open

Giving an overview of the survey, Communication Lead at DSTI, Mariama Mansaray-Rogers said that the survey is to collect data from selected schools spanning from class 1 to class 6. She averred that the purpose of the survey is to measure progress made by pupils in 340 selected schools in the country. She furthered that DSTI is in partnership with other institutions like Statistics Sierra Leone, World Vision and Rising Academy to name a few on the aforementioned survey.

The session progressed with participants divided into two groups with the first 50 to train Wednesday 13th and Thursday 14th while they second batch trains on Friday 15th and Saturday 16th January 2021.

Meanwhile, a presentation on how to use the software was done by the Operations and Research Manager at DSTI,Benjamin Davies.

Installation and trial of the software by participants climaxed the session
